Brief Summary Of Job DutiesEstablishes and implements procedures for the Community Financial Fund. Provides training in financial literacy, coordinates grants and oversees loans, serves as liaison with the Financial Aid office and advises students on the Community Financial Fund Committee. Provides guidance and counsel to Business and Finance Committee members in their responsibility to properly advise A.S. organizations and student groups. Assists Business and Finance Committee chair in training students to present workshops regarding the expenditure of funds, financial policies and administrative procedures. Conducts workshops for A.S. staff, A.S. Boards and Committees and student organizations as needed to include information on all A.S. Financial Policies and University Policies and Procedures. Basic Needs Resource: Connects students with the appropriate basic needs resources on- and off-campus, serving as the liaison to AS and community resources.
Preferred Qualifications
- Bachelor's Degree in related area and / or equivalent experience / training
- Experience in bookkeeping or accounting

Job Functions And Percentages Of Time
- 50% Community Financial Fund - Independently establishes the processes needed for implementation of the Community Fund. Establishes procedures for loan processing, oversees the production of loan documentation relating to the opening, servicing and closing of loans and grants. This includes the creation of curriculum and presentations for student workshops on financial literacy and coordination of any outside speakers from financial institutions. Conducts regular workshops presenting this curriculum for students applying for loans and grants. Provides individual counseling on budgeting and provides information on a variety of financial resources. Establishes a relationship with the UCSB Office of Financial Aid and Scholarships and explores methods of utilizing the Community Fund to aid student scholarship efforts. Analyzes student need based on past usage and predicts future needs. Creates measures for determining the effectiveness of the program and evaluates results making recommendations and providing solutions for challenges being faced. Ensures confidentiality for students seeking assistance. Ensures compliance with any Associated Students policies, state and federal law and any Financial Aid regulations. Coordinates with the Assistant Director for Finance and Budget on loan collection through the BARC Office. Manages the Community Financial Fund Budget. Oversees outreach and public relations for the fund. Develops a strategic communication plan, ensures marketing through A.S. web pages, social media, local news and personal contact. Advises and guides student run Community Financial Fund Committee in developing realistic goals for the current academic year and maintain continuity into subsequent years. Suggest program ideas when appropriate. Provide feedback and training regarding group performance, group dynamics and ethics. Researches and identifies financial literacy needs within Associated Students and creates a curriculum for use in training of a variety of students involved in A.S. Boards and Committees. Areas of financial concern to be addressed concern the following: -How to plan for activities for the following year and create a budget to match goals -How to access Associated Student funds within the budget given and follow Associated Students financial policies -Resources within the University for assistance with programming both inside A.S. and on the wider campus
- 30% Business and Finance Committee - Serves as secondary advisor for A.S. Business and Finance Committee. Utilizes knowledge of A.S. policy, Campus Regulations, State and Federal law to guide Business and Finance Committee in the budget hearings and in the allocation process, encouraging fair and ethical distribution of funds. Strategizes with Business and Finance Committee Chair in development of Financial Policies workshops designed to guide others through the process of utilizing A.S. Funds. Assists Business and Finance Committee chair in training students to present workshops regarding the expenditure of funds, financial policies and administrative procedures. Conducts workshops for A.S. staff, A.S. Boards and Committees and student organizations as needed to include information on all A.S. Financial Policies and University Policies and Procedures. Oversees Business and Finance Committee recordkeeping to ensure the unallocated amounts are correct each week.
- 20% Basic Needs Liaison - Acts as a liaison for students in obtaining services. Refers students to other AS, campus and community basic needs resources. Maintain centralized records of all of AS funds distributed to students regarding basic needs, such as AS/EOP loans, AS Loans and usage of AS FoodBank resources. Develops and maintains relationships with internal and external organization stakeholders critical to program success. Connects students with the appropriate basic needs resources on- and off-campus, serving as a campus liaison to community resources. Identifies and documents the network of campus and community resources and services to meet specific needs related to basic needs insecurity. Serves as a point of contact for campus community members who are seeking consultation and advice about services for students experiencing basic needs distress. Responsible for gathering initial information, developing interventions, and communicating recommendations to appropriate parties. As needed, serves and assists the Community Volunteer and Basic Needs Coordinator with the communication and development of the program. Other duties as assigned by supervisor or Executive Director.
